Officially Namdroling and other places in India and Nepal, where the displaced Tibetans have congregated are nothing but Settlements run by the Government in Exile of Tibet, headed by the Dalai Lama from London. You can get some information from this official site

Personally I feel this is an atonement by the Government of India for not having protected the freedom and independence of the Buddhist Kingdom of Tibet, from the rapacious advance and aggrandisement by the next door neighbour, Big Daddy China.
Whatever may be the reasons, it is a fact that the then Central Government of India was a mute witness to the annihilation of the free spirit of the Tibetans by China, who have a history of not following the norms set by the civilised nations of the world.
It is also a fact, that Pandit Jawaharlal Nehru, the then Captain of the Indian Team, was lulled into somnolence by the smooth talking alabaster white Chinese interpretors and before he coluld revive himself from the self induced stupor and call for his betia Indira, China has become the Protector of the Himalayan Kingdom of Tibet displacing and replacing the titular protector India on whom the present Dalai Lama had reposed great faith.
We are still paying for his ineffectual conduct of politics, not only in Tibet but also in Kashmir. A dreamer is good enough only to enact amorous scenes with his lady in love. In this case, with Edwina Mountbatten.
